Stacy Schaffer, founder of the 31:8 Project joins Jason Spiess and two Social Media Sleuths to discuss the Mica Francis JP Miller investigation in relation to the domestic violence and human trafficking elements of the case.

The 31:8 Project provides informative seminars, conduct research, and create curriculum applicable to all levels of education and forms of human trafficking. Through their research they examine the causes, impact, and issues surrounding this crime and the victims. It is through this process that they are able to equip society to tackle issues relating to human trafficking.​ ‘

Schaffer is the Founder and Executive Director of 31:8 Project. She has based her work in advocacy on the ideal that no one person can do everything, but everyone can do something. Stacy is the coordinator for the Demand Reduction Program and an adjunct professor at the University of Mary in Bismarck, ND.

She currently serves as a board member of the North Dakota Association of Nonprofit Organizations, committee member of the North Dakota Child Sexual Abuse Prevention Task Force and member of the Farwest Rotary Club. With a passion
towards serving others, Stacy has dedicated much of her time advocating for human rights. This pursuit has influenced her education, career, and community work.

Stacy graduated with a Master’s Degree in Public Administration from Hamline University in St. Paul, MN. Prior, she received her Bachelor’s Degree in Social Behavioral Sciences from the University of Mary. In 2011, she was crowned Miss ND International and represented a platform on combating human trafficking. She launched 31:8 Project in 2015 to rally the general public to “speak up for those who cannot speak for themselves.”

Stacy was awarded the ND Emerging Leader Award for her work in the non-profit sector and was selected as one of the Bismarck Tribune’s “20 Under 40”. Stacy was the 2018 University of Mary Bell Banner Alumni of the Year, and has been recognized as one of Bismarck’s Hidden Hometown Heroes.

A Myrtle Beach woman found dead last week in Robeson County had a tracking device placed on her car that was discovered after she took it to a dealership to repair a tire that had been slashed, according to Horry County police reports.

Mica Miller’s body was found on April 27 at Lumber River State Park with an alleged self-inflicted gunshot wound, according to NewsNation. An official cause of death has yet to be released.

Pastor released from ministerial functions amid wife’s death investigation

Miller’s husband, John-Paul Miller, is the senior pastor at Solid Rock Church in Market Common. He announced her death to the congregation. He was “released from ministerial functions” on Monday, the church announced.

Sheriff Burnis Wilkins told Nexstar’s WBTW in an email on Monday that he expects a report to be available on Tuesday.

“We have Detectives in S.C. now and plan to have the findings of our full investigation as it relates to the death of Mica Miller available tomorrow,” Wilkins said.

WBTW has also asked for a copy of Miller’s death certificate and other documents from the North Carolina Office of the Chief Medical Examiner, but has not received them.

According to reports, Mica Miller had filed multiple times for a legal separation from John-Paul Miller. In October 2023, she filed for divorce.

NewsNation reports that Mica Miller posted a video on Facebook discussing abuse just weeks before her death, offering advice for people who may be in abusive relationships. Some believe the video is proof that Mica Miller was in an abusive relationship herself, according to NewsNation.

Mica Miller, 30, made two complaints on March 11 — the first coming after her vehicle’s tire was found slashed near Springmaid Pier, the report said. The second complaint, filed hours later, came after Miller took her vehicle to East Coast Honda on Highway 17 Bypass to have the tire repaired.

The police reports indicate that the suspect in both incidents was a male, but did not identify him.

According to the police reports, Miller first contacted officers at about 1:20 a.m. on March 11 to report one of her tires had been slashed. Officers met her at a Margarita Drive address.

Miller told officers that “this is the second time a razor has deflated her tire in the last week,” the report states. Miller said she was leaving Springmaid Pier when she “heard a pop and noticed that a piece of metal was protruding from her tire.”

By the time she got to Margarita Drive, the tire was fully deflated. The officer “observed the tire and upon removal of the metal piece it was found that the metal was a tire deflation device that can be purchased online,” according to the reports.

The suspect’s identity is redacted in both reports, but Miller said she “noticed strange activity and what she believes as people following or watching her.” Miller also told officers that the suspect “has a history of similar actions against her.”

Police said there was not enough evidence to charge anyone in the tire-slashing incident. Then, just before noon on March 11, an Horry County police officer went to East Coast Honda to investigate a harassment complaint.

Miller told him that another officer had helped change her tire and that she then headed to a gas station before going to East Coast Honda.

While getting fuel, “the suspect in this incident showed up next to her at the pump trying to talk to her,” the report said. “She told him to go away she does not want to talk and then when she pulled her out to record he sped off.”

As Miller was talking to the officer at the dealership, the report said she received a call from the suspect using a “No ID” number. “The suspect was advised that the victim does not want any further contact and if he proceeds then warrants may possibly be written up.”

“The victim advised me she was afraid for her life,” the officer wrote in the report. “She also advised she blocks his numbers and still gets calls and texts from him on other numbers.”

After the officer left, the report said a mechanic discovered the tracking device on Miller’s vehicle. She then headed to court “trying to get a restraining order.” Miller handed the GPS device over to police outside the courthouse.

“While I was standing out front of the magistrates office with the victim a white in color Honda Accord slow rolled down Scipio Lane in front of the magistrates office,” the officer wrote.

Miller said the suspect was driving her car. The vehicle “sped up and drove off,” the report ends.

No charges were filed in either incident.

Mica Acacia was born on March 7, 1994, and tragically was found deceased on April 27, 2024. Mica was over 100 miles away from her home and family in a state park that neither she nor her family had ties to. Robeson County in North Carolina has suspected and initially ruled Mica’s death as a suicide but her family does not believe this ruling. 

Mica’s favorite scripture was Micah 6:8 “Seek justice, love mercifully, and walk humbly with your God.” and that’s exactly what we intend to do. To seek justice and find answers for this tragic incident. Mica was a God-fearing woman and loved her community. There are so many unanswered questions so this website is dedicated to her and her family to help them on their long journey ahead as they fight these issues regarding her untimely death.
