Cooper has achieved many noteworthy accomplishments during his career in wildlife conservation. In 1982 he received the Wildlife Professional of the Year Award from the South Dakota Chapter of The Wildlife Society. He successfully pushed for passage of the landmark Water Resources Development Act, which was signed into law by President Clinton on Dec. 11, 2000. A leader in wildlife management and conservation, Cooper also served as Secretary of the South Dakota Department of Game, Fish, and Parks, and as President of the Association of Fish and Wildlife Agencies.
